Where do the regulations come from?

The aviation industry is subject to a large number of international and national regulations. In Denmark, the Danish Air Navigation Act regulates security at Danish airports through executive orders, regulations and other instruments. The Danish Civil Aviation Authority (CAA-DK) monitors Copenhagen Airports’ (CPH) compliance with regulatory requirements, and together with the CAA-DK, the EU monitors CPH to ensure that we fulfil with our international obligations.

Many regulations in the aviation industry come from international bodies, with Denmark subject to the regulatory authority of both the ICAO (a world association under the UN) and the ECAC (a European association).
In addition, there are a number of other conventions we must comply with. Most recently, there are a number of EU/EC regulations which came into force after 11 September 2001 and have become part of Danish law. All these international regulations must either be complied with directly or have been written into national legislation and regulations.

If the threat situation changes

At the national level, we have the Danish Air Navigation Act, which regulates security at Danish airports through executive orders and instruments called regulations for civil aviation and security plans. If or when the threat situation changes, the police will move in and require extraordinary security measures to be taken.
Some legislation, called framework legislation, only sets up certain general requirements. These requirements must be satisfied or complied with by the airport through local plans and initiatives which must subsequently be approved by the authorities.

CAA-DK and EU monitor compliance

In addition to the existing legislative framework, the CAA-DK supervises CPH both administratively and in practice to ensure that we comply with regulatory requirements. Together with the CAA-DK, the EU monitors CPH to ensure that we fulfil our international obligations.
